[Chicken-hackers] required-extension-version & needs

Hi folks,

I think the use of `required-extension-version' on .setup files
doesn't eliminate the need of the `needs' section on .meta files,
right?

The installation of some eggs seems to be failing for that reason, as
far as I understand (I may be wrong, though):
