[Bug-zile] Lua README is rather long

I have been editing the Lua README down for Zee, and I find quite a
lot of repetition and redundancy in it. For example, it twice explains
how to build released and git sources (run configure or bootstrap) and
it contains information about avoiding downloading gnulib which is
better left to the gnulib documentation.

As it is it's rebarbatively long, in the great tradition of GNU
documentation, and contains lots of things that ought to be generated.
