Yes, it is. I am strongly in favour of GNU autotools requiring, or at
least permitting, GNU make, but unfortunately it does not yet.

This sounds like a gnulib bug (since that is where the charset.alias
file and associated code comes from); I suggest you report it to
address@hidden if you haven't already.
