Most likely either:

1. zebra is already running

or

2. /var/run/quagga does not exist or does not have correct 
permissions

or

3. zebra isn't being run with the correct privileges

Finally, this list (bug-zebra) is for GNU Zebra bug reports, however 
you appear to be using Quagga. Please use one of the relevant Quagga 
mailing lists if you need help with Quagga, see:
