Details:

This behavior does not occur on wget 1.14 bundled with CentOS 7, however it
does occur on wget 1.19.5.

When a destination file already downloaded (same size and timestamp) is owned
by "root:wheel", wget honors the timestamping flag and does not re-download.
When this same destination file is owned by "nobody:wheel", wget **does not**
honor the timestamping flag, and always re-downloads the file, regardless of
it's modified date and size. I expected wget to honor the timestamping flag
regardless of the owner of the file.

See attached command output from wget 1.14 on CentOS 7 and wget 1.19.5 on
CentOS 8.
