I can reproduce your issue with
LC_ALL=tr_TR.utf8 wget https://dl.google.com/linux/linux_signing_key.pub

First work-around would be to use
LC_ALL=C wget ...

The bug is not reproducible with wget from the latest master branch.
So you either you build your own version or you wait until the next
version (which should have been released a while ago [ping Darshit :-)]).

The 1.21 alpha tarball can be found at
