The attached file produces this error when being processed with
“makeinfo cc65.texi”:

I'm using Fedora's texinfo-7.0.3-1.fc39.x86_64 version.

I assume “You found a bug” means that this is a failed internal
consistency check, and therefore a Texinfo bug.
