Texinfo 7.0.3 arrived on Msys2.  The issue is not fixed though:

  -> info '(latex2e)\indent & \noindent'

still says:

  info: ./(latex2e)\indent & \noindent: No such file or directory

OTOH,

  -> info latex2e -n '\indent & \noindent'

works as expected.
