It is in fact valid Texinfo and is not the same with an @itemx, as in
Texinfo an empty description is valid.  At some point I tried to fool
docbook by adding an empty listitem but it didn't work.  I have just
checked that an empty listitem with an empty para seems to satisfy
xmllint.  Would that be ok for you?
