It fails for me on OpenBSD and FreeBSD.

In February, Kiyoshi KANAZAWA reported it for Solaris 11.3 x86:

Ah, I see, if a system has HAVE_DECL_PROGRAM_INVOCATION_NAME (glibc,
I guess), then set_program_name() stores the name in
program_invocation_name and getprogname() reads it from there.
