According to "info --version" I'm running info (GNU texinfo) 4.13, which is the 
version installed with FC13 last year.  I don't think that is ancient.

Either something is changed in Fedora, or some other non-standard setting
is in effect, but this isn't true on my FC12 and FC13 systems.  Looking at
the 'H' for help page it seems the info browser is using "vi" key mappings:

Basic Info command keys

k           Move up one line.
j           Move down one line.
TAB         Skip to the next hypertext link.
C-x RET     Follow the hypertext link under the cursor.
l           Go back to the last node seen in this window.
[           Go to the previous node in the document.
]           Go to the next node in the document.
?           Read a string and search backward for it

As for "info" vs. "pinfo", what is a user to do if they are looking at the
man page (e.g. "man grub") and the only information it provides is "please
see "info grub"?

Regardless, this is beside the point.  The effort of adding the existing
man page to the tar distro is minimal, and the Linux distros have a vested
interest in keeping it up-to-date, so the ongoing maintenance will also
be minimal.
