This is a forum for discussion of GNU tar, so it is
most certainly not the most appropriate place.

Luckily for you, I happen to know a little bit about
bsdtar, since I wrote it.

Unfortunately for you, I did not port it to Windows,
I have no connection with the gnuwin32 project, and
it does not have the problem you describe on Unix systems.

You should bring this up with the gnuwin32 maintainers;
I'm happy to help them in identifying the problem, but
since I don't know anything about the gnuwin32 framework,
I can't really provide an answer for you.
