Found it. Cygwin 1.5.24 and earlier violate POSIX, because
open("broken_symlink", O_WRONLY|O_CREAT|O_EXCL,0) mistakenly creates the
target of broken_symlink. This was in tar's create_placeholder_file. No
need for tar to do anything about this cygwin-specific bug.
