OK, I've posted a message requesting comments about that issue on the xdg list 
on freedesktop.org, which is the main venue for discussion of this proposal.  
If they agree, I'll change the filename to something like "iscache.dir" or 
"cachedir.tag" in the next version, in order to be compatible with not only 
old POSIX but old MS-DOS-based file systems, which other people have 
expressed concern about.

I wasn't aware of his message - or of the bug-tar list at all in fact - until
