     Eli Zaretskii has pointed out to us that the maintain.texi file should be 
updated to reflect how we currently can take electronic copyright assignments 
from any country (not just exclusively USA, Germany, or India).
     
     I've attached the current text along with my suggested text and diff/wdiff 
files.
     
     Please let me know if you need additional information.
