It's possible that rms just forwarded Eli's patch because it fixed a
problem, without considering whether a UTF-8 character should have been
added in the first place.  I don't know, and I don't want to speculate;
I CC'd him.

I'm not expressing a personal opinion one way or another with regards to
whether we ought to have UTF-8 characters in maintain.texi; I'm merely
stating _why_ it is this way.
