I think we need to be very clear about the distinction between the
process of _creating a package for release_, and the process of
_building a released package_.

I think we agree that it's OK to download stuff from the internet while
creating a package for release; for example in GNU make the package
release procedure automatically downloads the latest translations.

I'm not sure that the GCS really makes this distinction clear enough; if
it did this clarification would probably not be needed.
