bug#25377: No INSTALL in git sources

sed sources from git://git.sv.gnu.org/sed

I could not find any autogen.sh nor configure.
All the usual tools trigger error(s):

git-sed# export ACLOCAL_AMFLAGS="-I m4"
git-sed# autoreconf -v --install
