I cannot read out of POSIX why the default for PATCH_GET is 0 when
POSIXLY_CORRECT is set, but I agree that it should be 0 at least in
the "posixly-incorrect" case. I've added Vincent's patch. Thank you!
(I believe that adding SCM support to patch was a mistake, but that doesn't
really help now.)
