"newwin" specification

The bk. "Programmer’s Guide to NCurses" (Gookin) states that "newwin" has two error conditions, OOM and the window not fitting the screen, which are logical for such a routine. However, window(3NCURSES) states that the routine has no error conditions. Is this a documentation bug?
