suggestion for enhancement to ncurses

Hi,

Not entirely sure if I suggested this before, but I would like to
suggest a new function: "winsdelcl(WINDOW *win, int n)" which inserts or
removes 'n' columns on the left of a window. Because now for scrolling
horizontally one needs to rebuild the whole window while a scroll only
needs number_of_lines writes.
