it depends on what font your terminal emulator uses, and is not related
to ncurses (ncurses has to assume that the terminal description you are
using is correct).

man console_codes

       ESC ( U               Select null mapping - straight to character ROM
 
(but this still depends on the fonts that are loaded ;-)
