I think refactoring must be done before RC1, do substantial changes
between RC's is not a good idea as we can introduce new bugs instead of
fixing old ones.

Yes, big tasks must be planned in more detail but before it, we needs to
know which features we are going to develop for the next release.  We
have to keep in mind that we'll have a shorter time window than what
happened for 0.9.
