Was going through SICP and it says (runtime) return an accurate value of time
elapsed since system start.  Documentation also says (runtime) returns a
floating-point number of second since the system started.  But, under Debian
GNU/Linux 10 (Linux 4.19.0-19, Debian Glibc 2.28-10), x86_64, I keep getting
small values, less than 1, that seems to change very slowly (every minute or
so it increase from 0.01, sometimes in only some seconds, this seems

I first noticed this with the Debian downstream version, 10.1.5, but it seems
to also occur with the x86-64 binary of the last release.

I’m compiling to try to reproduce this after compilation (anyway I dislike
using binary stuff outside my distro without recompiling)
