An internet search for "No rule to make target debian/<various>-certs.pem needed by certs/x509_certificate_list" reveals lots of people with similar trouble, with many suggestions for how to avoid the issue, eg in:
I'm not familiar with the instructions you presumably followed for setting up this build, nor with compiling the Linux kernel more generally, but I see no grounds here for thinking that this demonstrates a bug in Gnu Make.

Subject: building failure***** EXTERNAL EMAIL *****Good morning,I am studying on "Linux Kernel programming" by K.N.Billimoria but I have to stop my learning because of the failure to build the Kernel image running make command (v.4.3 on x86_64_pc_linux_gnu) with .config written by $ make LSMOD= /tmp/lsmod.now localmodconfig.
You can see the error messages in the attached file (Linux-5.10.183)
I had analogous messages starting by Kernel source Linux-6.1.12 and processing .config written by $ cp /boot/config-5.19.0-42-generic and $ make LSMOD= /tmp/lsmod.now localmodconfig followed by little changes running menuconfig UI.Can you help me?Thanks.Best regardsAlessandro Carrera (Italy)
