Hm.  I don't know what the problem is here; clearly we shouldn't be
printing this line twice:

  touch -a test.foo
+ touch -a test.foo
  make: 'test' is up to date.

I wonder if it's related to the "touch -a" option.  We don't use that
anywhere else that I know of.  Does touch on AIX support the "-a"
