In this case, make complains like:

File be.po does not exist. If you are a translator, you can create it
through 'msginit'.

If I copy .po files from po/.reference to po, I can avoid this problem.
But I want to do this automatically and cleanly.

Fortunately, I've fixed my root certificates problem.
