Sorry, but we don't spend the effort to keep detailed information on
this. You can look at the bugs that were listed as fixed in the GNU
make 3.81 release:

https://savannah.gnu.org/bugs/index.php?go_report=Apply&group=make&func=browse&set=custom&msort=0&report_id=111&advsrch=0&fix_release_id=103&severity=0&bug_id=&history_search=0&history_field=0&history_event=modified&history_date_dayfd=28&history_date_monthfd=5&history_date_yearfd=2014&chunksz=50&spamscore=5&boxoptionwanted=1#options

This shows 108 bugs fixed. However, some of those will be fixes to new
features introduced in 3.81, so they won't have been bugs that appeared
in 3.80. Also, if you look at the bugs fixed in GNU make 3.82 some
subset of those will have also existed in 3.80, but there's no good way
to know which without reading the description and/or testing. And, of
course, there were some fixes that were made where a bug was never filed
in Savannah; finding those would require searching the ChangeLog.

You can also look at the NEWS file for user-visible changes; these are
not bugs per se but they give you an idea of things that were added to
GNU make after 3.80 (and so weren't available then):
