I don't have any good ideas about your problem: I don't use Windows
myself.  You can try asking on the address@hidden mailing list; people
more knowledgeable about the issues surrounding shells in GNU make for
Windows read that list.

Otherwise all I can suggest is that you try a newer version of GNU make;
the latest is 3.80.  Note that there's a bug in the Windows build
scripts for GNU make 3.80; see this report (and attached patch) for more
information:
