No problem at all.

Check the value of the rmail-movemail-program variable.  It holds the
pathname of the movemail binary Emacs uses.

You can customize this variable to force it use the binary of your choice.

How exactly does it refuse?  Does it print any error message,
or it opens the file and shows an empty buffer instead?  Are there
any relevant messages in the '*Messages*' buffer?
