That's system-dependent, so I don't think it should.
Isn't this the kind of thing that is handled by "configure"? In fact
there's a lot of discussion of ldconfig in configure, but I don't know
how it works.
The problem the way things are now is that there's an extra step to
getting the installed software working, and no way to know that you have
to take it. Like most packages you just use the generic INSTALL
instructions, which don't mention this extra step. I haven't had to do
it before, so I think most packages are handling this for the user.
