I found the problem. The patch 0003-Fix-undefined-symbols-errors-on-Cygwin.patch that I submitted in https://lists.gnu.org/archive/html/bug-mailutils/2017-03/msg00014.html was wrong and caused strange behavior. I'll submit a revised patch to that thread shortly. Sorry for the noise.
