Indeed.  I wonder why there is no errno description after a colon in
the error message.  Can you run the cp manually:

 cp \
  /home/jas/src/mailutils/imap4d/testsuite/data/spool/teaparty.mbox \
  /home/jas/src/mailutils/imap4d/testsuite/data/spool/INBOX

Does it succeed?
