[bug-mailutils] New build system

I just did a new cvs retrieve for mu and tried my build script with the failure 
is due to a change in the build process.   For example my script used the 
"autogen.sh" and "configure", which is not present anymore. 

I gather that the build and install process has changed.

The "README" file says, 
  "Please see the INSTALL file in this directory ..."

but, no INSTALL file was checked out from cvs during the co mailtuils 
operation, which it should have in my opinion.
