[bug-mailutils] cvs access

I ran into problems accessing cvs last week and found that there have been 
recent changes.  This information may be helpful if you run into the same 
problem

Note:  cvs access has changed sometime between April 4 and April 22nd.

The new host is: download.sv.gnu.org

  It used to be: cvs.savannah.gnu.org
