Mailutils will not attempt to decode RFC 2047 headers if the charset
used by the console is unknown. The charset is determined using the
following rules:
1) If either $sysconfdir/mail.rc or ~/.mailrc contain
`set charset=CHARSET', then this value is used, unless CHARSET is
the string "auto", in which case the step 2 is used.
2) If the charset is not explicitely specified, mailutils attempts to
deduce it from the values of environment variable LC_ALL or, if it
is not set, LANG. For exact rules which are used, see the file
mailbox/locale.c.
