[bug-mailutils] Skeleton for maildir

I've just hacked together a maildir skeleton - It doesn't do anything
except return -1 alot. *g* I want to make sure that this is the only
file I really need to touch when I'm hacking this.

Also, it's not clear to me the best way to alter the testsuite so that
we can test a maildir implementation.  When I'd like to do is use the
same tests that we're doing on the mbox for now, and rerun them as
maildir.  If we can do that, I'd like to enable the tests as XFAILs for
now.

I've attached the skeleton.
