No, because it has the same problem as the Original BSD license. I
can't use this code and write an ad which says, "Supports MD5.", I have
to say, "Supports RSA Data Security, Inc. MD5 Message-Digest Algorithm".
Also, since it doesn't mention distribution, it's not clear that it's a
Free Software license.

Yes, public domain is always GPL compatible.
