mailutils gnu cpp 3.0.4 c++ compatability fixes

Attached are a tar and readme files for changes that I had to make to the
mailutils header files to allow compilation
of a .cpp file with gcc.

I'm new to this bug reporting. Could someone take the attached files, diff
them against the current files, and merge the changes? I would be glad to
give any further information that is required to get this fix in.

Note: I wasn't sure if the __P definition should also change to have the
"throw" clause, as is done in the gcc include files. I therefore left it as
it is. Maybe someone who understands this better can have a look at it and
see if that is the right choice.
