bug-reporting instructions need clarification

This is a bug report on the bug-reporting instructions at 
http://lilypond.org/website/bug-reports.html, rather than in lilypond itself, 
but this seems the likeliest place to reach someone who can address that.

The instructions in step 3 on this page strongly imply that one has to be 
subscribed to bug-lilypond in order to post to it (in that if that's not the 
case, the fact that there's no longer an interface for doing so seems 
irrelevant).  But this email proves that being subscribed is not necessary to 
post.  Could this step be reworded to take out the mention of the lack of a 
posting interface -- or, if that is relevant somehow, clarify what 
functionality is missing by not having it?  Thank you.
