I don't think you're overlooking anything; this looks like a bug. It
occurs in 2.8.2 as well, and it doesn't matter if the \time or c1 are
there. Even more worrying, adding barline checks doesn't produce any
warning -- the barlines are still in the wrong place!
I've sent this to the bugs list.
