Several things to say here:
Your makeinfo program (from the texinfo package) is way too old
to build the Libtool documentation. For that, you would need to
update to at least 4.6, better to a recent version.
Alternatively, use could `make -k' and just ignore the error if you're
not interested in building documentation.
But building from the tarball should not cause the info manual to be
generated in the first place: it's contained in the tarball already.
Which system are you on, which `make' implementation and version, do
you have botched timestamps or are on an NFS with differing time stamps
between server and client?
