+1 for debbugs.gnu.org. Flat text file has a tendency to grow stale in
my experience, usually as a result of how they are maintained.
Ok, then the question is how should we handle incoming bug reports?
We use bug-inetutils for discussion, and bugs. It seems that
bugs.gnu.org has two modes, so called Exclusive, and Non-Exclusive.
In the Exclusive mode "Every mail sent to your bug list that is not in
response to an existing bug creates a new bug report", this would be
far from ideal. Non-Exclusive mode seems a bit cumbersome, since it
would require a special address to be used for sending bugs.
So either we move all discussions to another list, or setup a new list
for bug reporting.
