No, it's strictly linux specific because it use the netlink(7) kernel API.

The problem with ifconfig and route is that they don't represent well
anymore the inner workings of the linux network stack, and you have to
jump hoops to map them on the ifconfig syntax.
Linux networking gurus stated many times that ifconfig and route
nowadays are supported only for backward compatibility, most advanced
features can be controlled only with netlink.
