The only `rtld-lowlevel.h' implementation I'm aware of is the
`nptl/sysdeps/unix/sysv/linux/rtld-lowlevel.h' one. So, yes, we need a
non-nptl implementation. Whether this can then be generically usable or
will rather be system-dependent and living inside `sysdeps/' has to be
evaluated.
