l10n for hello

I'm having trouble with localization for the hello program. I built from the
hello-2.6 tarball, and notice that locale files are going into
/usr/local/share/local. The use of "local" does not occur in any other
program, so
I suspect that "hello" is not seeing the translations.
Can you clarify?
