Thanks for the bug report.
Unfortunately src/gv-i18n.h is automatically generated from src/nls/*,
so I cannot apply your patch to the development version in git.
Furthermore the patch does not apply to the released tarball of version
3.7.1. Well, it does reserse apply, but then GNU gv 3.7.1 does not
compile any more (at least on my system running CentOS 5.5). Same with
3.7.0. Older releases did not have i18n support, so the patch cannot
apply to them.
Having the above problems, I have to reject this patch,

Do not include GV.version in translation files
(becuase having GV.version in the translation files breaks detection of
outdated resources e. g. in ~/.gv, so it is not a good idea.)
