bug#42983: "sudo -E guix pull" breaks ~/.config/guix/current for regular user

I've tried it again (it's 100% reproducible) and I get (after "sudo -E guix 
pull"):

 dannym@dayas ~$ export LC_ALL=C
 dannym@dayas ~$ sudo -E guix describe
