Emacs 26.2 is not found at the servers. It is new. It might not
have propagated to the mirrors yet. Maybe wait a day, or get in directly
at  https://ftp.gnu.org/gnu/emacs/   save it and the .sig file to
emacs/downloads
Then do "make"

Not sure, probably to avoid download problems.
We do use sha256sums to confirm a complete download.
