What version of GNU/linux are you using?

If you are using Debian or Ubuntu do

sudo apt-get install libselinux1-dev libselinux

If you are using RedHat etc, replace "apt-get" with "yum", probably

then

make -C gnu/gettext clean

make -C gnu/gettext

and post the output, if problem remains
